Does this mean that DC would have to follow Maryland firearm laws? I know not the best state to follow but still a step in the right direction in terms of issuance, reciprocity and the like.

It will never happen. But you know what, these days...nothing surprises me anymore. The lines between DC and Maryland are so blurred in so many ways, I don't think it would make a difference one way or the other.
