He's asking about Oregon, which is shall issue to residents, and may issue to residents of bordering states.

I've been considering applying for an Oregon permit, as Oregon does not honor any non-Oregon permits, and it would simplify life if I didn't have to deal with issues of carrying across the border. ;)

Slightly off topic, but the Umatilla Sheriff's office was very easy to deal with when I requested my permit from them. It does make life a lot easier when traveling through Oregon.
