Ok, I lied. Aside from the fact that Alaska does not even have 2 million people in it, and the huge expense of shipping 1.4 million people to Alaska to bring the population up to 2 million, do you really think a camp that can hold 1/3 of the population of San Diego (or 6 times the population of Anchorage, or about three times the population of Seattle) would even be feasible? That is 1/100th of the population of the US you are suggesting can be interned around Fairbanks. I don't thing the infrastructure exists anywhere in the state of Alaska to move that many people around, let alone support a camp like that.
