Off-duty conduct may be covered if the perpetrator asserted his or her official status in some way. [/font]
[font="Arial, Helvetica, sans-serif"]During Fiscal Year 2005, the FBI investigated more than 1,100 color of law cases. Most of these crimes fall into five broad areas: [/font]

• deprivation of property; and

Would this not be the thing to file against any and all LEO agencies the wrongfully arrest or confiscate any items of someone OCing or otherwise? Also what quantifies arrest? Guns drawn certainly qualifies as excessive force, if you are handcuffed is that not under arrest?
