Corruption in Mexico??

err... I'm not understanding here, when did people think there was NOT severe corruption inside the Mexican government? Mexico has always been corrupt, they don't bother stopping their own people from running across the border, they have cops who are killed unlawfully, bribes, and cave in to threats most likely what has befallen any guards at facilities like what is linked in the story.
