Locking military flap holster would be good perhaps?

I doubt such a thing exists, but for UOC in urban areas a locking military flap holster would seem to be pretty good. That way if you are walking and came near a school zone couldn't you just put the flap over the gun and lock it?

I'm no expert but I would think that would count as a locked container.

Since you cannot conceal a magazine because it is an important component of a firearm, would that mean that the magazine would have to be in a similar locked container?

I seem to recall this idea coming up before, but I can't remember where. The holster would have to be fully enclosed to pass muster. Could definitely be done, though it might look a bit odd.
