For the same reason that all recent supreme court nominees have refused to answer the most basic questions. They have been taught that answering a politician's "simple" question is the quickest path to an ideological ambush.

Your edit is an excellent example of once you accept any exception to the rule then where do you draw the line. If you deny pedifiles then someone else comes up with some other type vile person then we reach where we are today. Accepting one exception is opening it up to more. If you say private citizens can't have nukes then where do you draw the line.
