Is this considered concealed carrying?

Seeing how RCW 9.41.250 states that it is illegal to furtively carry any dagger, dirk, or other dangerous weapon, does anyone know of the following would be classified as an "intent to conceal" or "furtively carrying"?

If this were attached to your belt buckle, and the dagger/dirk is sheathed.

In my eyes, that is not an intent to conceal. You're wearing it openly, just as a holstered pistol isn't 100% viewable, because it's in a holster. It's a non threatening manner of carrying it.

In cities that don't restrict blades (Most cities don't have a problem with OCing large blades, except Seattle, and maybe a few others) you shouldn't have a problem with it.
