Tax on firearms?

I was told by a buddy of mine that there was a bill in the works that would tax every firearm that you own. He said that you would be taxed 50 dollars per gun. So i was just wondering if anybody has heard of this, and could help me find this bill. Because he really didn't say if it was state or federal.
