OC on a motorcycle in a school zone?

The 1000-foot Gun Free School Zone Act is a Federal law, so not reflected in RCW Chapter 9. The law generally prohibits weapons within 1000 feet of any school, however there are several exemptions to the prohibition including having a firearm permit issued by the state where the school is sited.

If you have a CPL and OC through a school zone (a CPL is required for vehicle carry in this state), you are in compliance with Federal law. The reason Washington statute can allow you to have your handgun with you when you pick up your child is because of the CPL exemption in the Gun Free School Zone Act.
