So basically, depending on the jurisdiction of the base?As a retired Federal LEO, I delt with this issue on a daily basis. It depends entirely upon the type jurisdiction involved. The Base at Bremerton is a perfect example. There are2 areas of different jurisdiction. The on base housing is concurrent jurisdiction, the police can and do enter the base while performing their lawful duties. they do not always inform the base nor are they required to do so.
The industrial area is exclusive jurisdiction, meaning only federal authorities have access. In a situation where local LEOneed to contact military or civilian personnel, who are in the industrial area, contact is made with the federal police, or agent, as the case may be and the subject is called toor escorted to the Fed's office and turned over to locals.
The main point for exclusive jurisdiction at this location is the lack of proper security clearance being held by the local LEO.
