"Although most schools are located in a building, some educational institutions are able to deliver education via electronic means (e.g., computer based training or internet courses). As such, although it is not essential that the education be delivered to students in a building, we would expect that a school be based in a building. For example, a school that uses the Internet to deliver education would still have a place where it would receive mail and would have a computer located in a building."
Definition of a School
The term school is used to refer to all educational institutions having the following characteristics:
in⋅sti⋅tu⋅tion
–noun
1. an organization, establishment, foundation, society, or the like, devoted to the promotion of a particular cause or program, esp. one of a public, educational, or charitable character: This college is the best institution of its kind.
2. the building devoted to such work.
I read this to mean that some Bozo who sends out lessons via the Internet from a laptop in a converted Fotomat booth while picking up his mail from a P.O. Box is a "school" according to the Board of Education.
I think the link above warrants some close scrutiny by our friends in the legal profession!
