What is a "SCHOOL" according to California law?

Definition of a School
The term school is used to refer to all educational institutions having the following characteristics:
  1. One or more teachers to give instruction;
  2. An assigned administrator;
  3. Based in one or more buildings; and
  4. Enrolled or prospectively enrolled students.
Not a word about students actually physically attending the school at this location.

2. the building devoted to such work.

I read this to mean that some Bozo who sends out lessons via the Internet from a laptop in a converted Fotomat booth while picking up his mail from a P.O. Box is a "school" according to the Board of Education.

I think the link above warrants some close scrutiny by our friends in the legal profession!
