If they don't have a sign on the door saying no firearms allowed, like NFCU does it is pretty much ok to open carry a firearm.

The idea behind concealed carry is CONCEALED, if it is not illegal to carry the weapon there why advertise by calling ahead and asking is it ok if I carry my gun in your place of business.

Personally I have had no issues openly carrying a handgun in Virginia Beach. I have had no issues carrying a concealed weapon either, and if you are wondering I have carried a gun for the last 15 years, all of which I have lived in Virginia Beach, so your list is awful short in my opinion.
