Old news, but I was nonetheless happy its been posted. I'vehad a few times recently where I wished I had it again.

Some of the points in the bulletin are damning---like rehashing Terry, not letting the encounter become a test of wills, not let ego over-ride judgement, and making requests not demands.

What must be the state of LE if they thought it was necessary to say those things? That they knew it exists but mentioned it here in respect to OCers speaks volumes, mainly that they know it exists but aren't terribly interested in cleaning it up. Just making sure cops don't get sued by an OCer.

To hell with any other citizens, I guess.
