Sacramento, CA --(AmmoLand.com)- AB962, the bill that would restrict ammunition sales in California was signed this past evening by Governor Schwarzennegger.
The bill will take effect on February 1, 2011. His comments are below:
“To the Members of the California State Assembly: I am signing Assembly Bill 962.
This measure would require vendors of handgun ammunition to keep a log of information on handgun ammunition sales, store ammunition in a safe and secure manner, and require the face to-face transfer of ammunition sales.
Although I have previously vetoed legislation similar to this measure, local governments have demonstrated that requiring ammunition vendors to keep records on ammunition sales improves public safety. These records have allowed law enforcement to arrest and prosecute persons who have no business possessing firearms and ammunition: gang members, violent parolees, second and third strikers, and even people previously serving time in state prison for murder.
Utilized properly, this type of information is invaluable for keeping communities safe and preventing dangerous felons from committing crimes with firearms.
Moreover, this type of record keeping is no more intrusive for law abiding citizens than similar laws governing pawnshops or the sale of cold medicine. Unfortunately, even the most successful
local program is flawed; without a statewide law, felons can easily skirt the record keeping requirements of one city by visiting another. Assembly Bill 962 will fix this problem by
mandating that all ammunition vendors in the state keep records on ammunition sales.
As Governor, I have sought the appropriate balance between public safety and the right to keep and bear arms. I have signed important public safety measures to regulate the sale and transfer of .50 caliber rifles, instituted the California Firearms License Check program, and promoted the use of microstamping technology in handguns. I have also vetoed many pieces of legislation that sought to place unreasonable restrictions and burdens on firearms dealers and ammunition vendors.
Assembly Bill 962 reasonably regulates access to ammunition and improves public safety without placing undue burdens on consumers. For these reasons, I am pleased to sign this bill.”

Assembly Bill 962 sounds like an excellent means of using more gasoline and further polluting the air. I say this because two types of people will be making the trek to Oregon, Nevada, or Arizona, strictly for the purchase of large amounts of ammo, some more frequently than others.

The first type of person is the legally armed citizen who simply wishes to avoid de facto gun prohibition. He simply wishes to avoid the infringement of his second amendment rights as guaranteed in the U. S. Constitution. Perfectly legal and acceptable in my opinion. Perfectly predictable as well.

The second type of person is one who doesn't care about the law but who understands economics better than the Kali legislators do. He will understand that he can charge almost anything he wants to because his only competition will be arbitragers like himself who are taking the same risks and expect the same rewards. Perfectly predictable as well.

Someone will probably go into greater detail regarding the specific horrors that will be brought down upon the heads of the Kali residents because only the criminal will have "right" to ammunition. I think we can all imagine these horrors.

Some e-checks will have a new dimension, no doubt. And, no, I'm not talking about the lawful actions of LE during an e-check.

We therefore need to buy ammo in sufficient quantities for any chambering we could ever possibly imagine having. What a ridiculous state of affairs. Barf is the perfect term for it.

You'll have to laminate the receipt, we know how a receipt fads into nothing after a few months in the wallet. I hope that latest infection from Cali doesn't spread into an epidemic.

Scan your ammo receipt onto a thumb drive or what have you, even if you need to go to Office Depot. Then have copies printed as needed. Additionally, this protects you from accidental or illegal disappearances of your receipt.

What am I thinking? No cop would ever do that!

I can't help but think that we're all waiting for the movement to achieve critical mass. Most of us recognize that a civil war, whether it's a war of restoration or not, is a gigantic step to contemplate. In the meantime, let's keep our powder dry, so to speak.

+ lot numbers. Manufacture date of ammo in a box can be easily found.

Please read this before engaging in further speculation. AB962 will be legally challenged and the chances of success is very high on the basis of the federal statute that will be used to challenge it.

To me the fact of whether it is overturned or not is irrelevant. The fact that a majority of elected officials decided that this would be a good idea is enough for me to condemn it. At what point do we say enough is enough?

Funny, I've had a lot of former co-workers say the same thing to me. "Keep your powder dry". Scary coming from guys who are still connected.

I know that one of the most compelling reasons people have for inaction with regard to what is going on in our country is that it has not DIRECTLY affected their lives yet. They cannot imagine what can potentially come as a result of a worthless dollar, "free" health care... Why do I feel like I'm preaching to the choir?

Anyway, that quote has come to be a mantra for that logic. If it doesn't affect me, my family or my life, I don't need to say anything.

I hope folks do stand up, vote EVERY incumbant out of office (They really do need to be reminded who they work FOR!) and take back our country and restore the REPUBLIC as it was designed.

Sadly, I think you're right. We are sitting on a powder keg. I hope no one lights a match.

I actually feel guilty that I lived there for 4 years... Although I was stationed there, so I really didn't have a choice in the matter...

Hopefully the challenge will work, because if this starts to spread, we can all bend over and kiss civil liberties goodbye... Although I don't think that WA would do this...

If Olympia thought for a minute that they could get away with it, you bet your butt they would. Another reason to support local groups like this one, the CCRKBA, S.A.F. and so on.

Don't give ANY politician credit. They do care about you, the voter. Pretty sure they care about themselves and their careers a whole lot more!
