[align=center]THE PEOPLE OF THE STATE OF MICHIGAN ENACT:[/align]
[align=left] Sec. 1. As used in this act:

(a) "Institution of higher education" means a college,university, community college, or junior college described insection 4, 5, or 6 of article VIII of the state constitution of1963 or established under section 7 of article VIII of the stateconstitution of 1963.

(b) (a) "Local unit of government" means a city, village,township, or county.

(c) (b) "Pistol" means that term as defined in section 222 ofthe Michigan penal code, Act No. 328 of the Public Acts of 1931,being section 750.222 of the Michigan Compiled Laws 1931 PA 328,

Sec. 2. A local unit of government or institution of highereducation shall not impose special taxation on, enact or enforceany ordinance or regulation pertaining to, or regulate in any othermanner the ownership, registration, purchase, sale, transfer,
transportation, or possession of pistols or other firearms,ammunition for pistols or other firearms, or components of pistolsor other firearms, except as otherwise provided by federal law or alaw of this state.

Sec. 3. This act does not prohibit a local unit of governmentor institution of higher education from doing either of thefollowing:

(a) Prohibiting or regulating conduct with a pistol or otherfirearm that is a criminal offense under state law.
(b) Prohibiting or regulating the transportation, carrying, orpossession of pistols and other firearms by employees of that localunit of government or institution of higher education in the courseof their employment with that local unit of government or
institution of higher education.
