WASHINGTON – President Barack Obama declared the swine flu outbreak a national emergency and empowered his health secretary to suspend federal guidelines at hospitals and speed up how infected people might receive treatment in a disaster.
The declaration that Obama signed late Friday means Health and Human Services chief Kathleen Sebelius to bypass federal rules when opening alternative care sites, such as offsite hospital centers at schools or community centers, if needed.
Hospitals could modify patient rules — for example, requiring them to give less information during a hectic time — to quicken access to treatment, with government approval.
The declaration, which the White House announced Saturday, allows HHS in some cases to let hospitals relocate emergency rooms offsite to reduce flu-related burdens and to protect noninfected patients.
Administration officials said the declaration was a pre-emptive move designed to make decisions easier when they need to be made. Officials said this was not in response to any single development on an outbreak that has lasted months and has killed more than 1,000 people in the United States.
It was the second of two steps needed to give Sebelius extraordinary powers during a crisis. On April 26, the administration declared swine flu a public health emergency, allowing the shipment of roughly 12 million doses of flu-fighting medications from a federal stockpile to states in case they eventually needed them. At the time, there were 20 confirmed cases in the U.S. of people recovering easily. There was no vaccine against swine flu, but the CDC had taken the initial step necessary for producing one.
"As a nation, we have prepared at all levels of government, and as individuals and communities, taking unprecedented steps to counter the emerging pandemic," Obama wrote in the declaration.
He said the pandemic keeps evolving, the rates of illness are rising rapidly in many areas and there's a potential "to overburden health care resources."
Because of vaccine production delays, the government has backed off initial, optimistic estimates that as many as 120 million doses would be available by mid-October. As of Wednesday, only 11 million doses had been shipped to health departments, doctor's offices and other providers, according to the Centers for Disease Control and Prevention officials said.
The government now hopes to have about 50 million doses of swine flu vaccine out by mid-November and 150 million in December.
The flu virus has to be grown in chicken eggs, and the yield hasn't been as high as was initially hoped, officials explained.
Swine flu is more widespread now than it's ever been. Health authorities say almost 100 children have died from the flu, known as H1N1, and 46 states now have widespread flu activity.
Worldwide, more than 5,000 people have reportedly died from swine flu since it emerged this year and developed into a global epidemic, the World Health Organization said Friday. Since most countries have stopped counting individual swine flu cases, the figure is considered an underestimate.

Traditional media sources like the OP posted are fine to communicate what is happening at an official level, but anything beyond that, I turn to Dr. Mercola for real information I can trust. He seems to be one of the few sane medical voices in these times.

The U.S. Centers for Disease Control and Prevention (CDC) states on their main flu Web site http://www.cdc.gov/flu/ that flu activity is increasing in the United States, with most states reporting "widespread influenza activity." The CDC goes on to say, and I quote:
"So far, most flu is 2009 H1N1 flu (sometimes called "swine flu")."
But wait stop the presses.
A three-month-long investigation by CBS News, released earlier this week that included state-by-state test results, revealed some very different facts. The CBS study found that H1N1 flu cases are NOT as prevalent as feared. A CBS article even states:
"If you've been diagnosed "probable" or "presumed" 2009 H1N1 or "swine flu" in recent months, you may be surprised to know this: odds are you didn't have H1N1 flu. In fact, you probably didn't have flu at all."

Even though the flu shots are not mandatory right now, the "debate" will continue. Tell your federal and state legislators NO. I really have to wonder, why all the media induced panic, and a declared national emergency, for a flu that is considered to be "mild"?

I agree completely. The swine flu is much ado about nothing. Everyone I know who's had it said it wasn't even as bad as the seasonal flu they sometimes get.

But this isn't about reality. It may be about pretext for this administration.

Laff, I don't think it is a pretext or something sinister per se. I think this is a further act by an incompetent administration led and staffed with incompetent people who clearly have no comprehension or understanding of the constitution, science, medicine or economics. They do however understand politics and power.

The problem is that when H1N1 mutates from its present form (not if, but when, for it will or it will go extinct) the current vaccine will be worthless as a preventative.

We are seeing the same run-up that resulted in the Spanish Influenza epidemic of 1918-19 that did wipe out vast swaths of the population and was worthy of getting all hot & bothered about. But back then there was not the knowledge and technology to produce vaccines to protect against it. Also, medical care was much less adequate in terms of what could be offered and how much was available.

It's not the H1N1 of 2009-10 that I fear, but the variant that may come roaring at us "out of the dark" in 2010-11. By the time the powers that be can ramp up and produce a vaccine against it, without all the testing BS (such that it was) thatwas mandated this year, we will be at least knee-deep in bodies thanks to miniacal handwashing and handwringing. Third World countries will fare better because they have a greater depth of protection just by surviving everything else out there through naturally built-up immunities. We are so paranoid with sanitationthat even the slightest amount of "bug" can bring us to our knees because we kill off the weaker viri, allowing only the most virulent to procreate and mutate.

In spite of this, we have a crisis that should not go to waste.

The leading cause of death in the USA was influenza up until the first quarter of the 20th century. Why? Most deaths of influenza were caused by secondary infections such as pneumonia and other bacterial infections. The great influenza deaths of 1918 etc. were due in large part because antibiotics had not yet been discovered/invented. Heart disease eventually takes over as the leading cause of death in the USA with influenza being number two until the 1930s when penicillin and sulfa drugs become available.

There is no emergency because the flu in proportion to the numbers affected rarely is the main cause of death.

Because you were the one who posted the citations debating Mercola vs. promedmail as the "authority" for info on H1N1.

I do not care if we are discussing "hini" or "swiney" in the 2009-10 version - it's not likely to be the old (pre-October 2009 WHO) definition of a pandemic. It's going to be the mutated virus we see in the late Fall of 2010 that will be the pandemic. That will bethe 3rd-generation variant of what we are seeing today.

But to get this back on track (if such is possible) to relating to gun rights - apparently any crisis in any port is the watchword of the day. We will just have to sit and watch for the "No Guns" regulations they are going to impose on the off-site ERs and the flu treatment centers.

I am a bit surprised by how many of the flaming left wackos I've met were even taken aback by the statement that H1N1 is a 'pandemic.' If h1n1 is so terrible and dangerous, what of AIDS and Cancer?

They still won't admit that Obama was a rash and reactionary voting move... But you can see the knot in their throat when you talk about it. There just isn't a way to defend the position that 1000 is a pandemic, while many thousands die of other diseases and nobody cares, least of all the President.... It is such an obvious excuse for a power grab.

I've said it for a decade. Politicians no longer crave the power of the office they run for. They crave the power of the office they will replace it with. Just a few dominoes left, and the thing is set.

The whole bunch needs a mandatory lead injection.

This is in MHO a testing of the waters, just to see exactly how sheepish the sheeple really are. Pig Flu is perfect, because people (like me) born before 1957 have mostly already been exposed to similar enough viruses that we are immune, leaving the main threat to - what else - "the children".

When I was a kid, there was no vaccine against chicken pox, mumps, measels, German measels; they were called "childhood diseases" and most of us pulled through just fine. There were enough of us left for Vietnam and left over for Woodstock. In fact lots of parents hoped the kids would get mumps before puberty because adolescent mumps could affect the gonads.

We did have smallpox, whooping cough and tetanus vaccines, also polio vaccine. And these were loaded with Thimerosal which supposedly produces autism although why now and not in my day I don't know. Barney Frank would like to get as many shots in the butt as us kids did back in the day.

A National Flu Emergency.:quirky We have a National Emergency, alrighty. It will be addressed in November of next year.
