The legal prohibition is against carrying in licensed premises and not in the presence of alcohol.
Considering there was a full bar on-site, I'd assume they had a license.

So you're saying any reception hall that has a full bar on-site does not have a liquor license? This is a place that has dances every weekend with alcohol. I know nothing about liquor licenses, but if they don't need one I'd find that very strange.
