Let me try to explain the thought process behind the British government's persecution of this ex-soldier.
You see, in the current "post-democratic" system of "governance", "authorities" (police, soldiers, "nobility", etc) are viewed as the ONLY people who are capable of keeping and bearing arms, and even then, they are only given that privilege by decree from the ruling elite.
These members of the "state-sponsored monopoly of violence" are viewed as the "worker bees" of the new collective. Once a person leaves that service (retirement, decommissioning, etc) and enters the realm of the "common man", he becomes a liability--a member of the "useless eaters", and it is the sincere belief of the ruling class that such "common" people are inherently incapable of conducting themselves in a lawful manner without "supervision".
This ex-soldier thought for himself. He took the initiative, on his own, without relying on "experts" or "authorities" to tell him the right thing to do, or even do it for him.
And under this "new order", individual initiative is the most grievous sin one can commit against the State.
He is being made an example of. The British government is punishing him for daring to think for himself, for daring to NOT rely on "authorities" to keep him and his neighbors "safe". And for that, he MUST be punished, under the "new order".
Because the LAST thing they want is for individuals to start thinking for themselves, and taking initiative....
The EU has become the very dream-world written about by the likes of Edward Bernays and Zbigniew Brzezinski--a world ruled by "technocrats" and "experts"--where the general populace has been rendered incapable of making their own decisions through decades of propaganda, brainwashing, and faulty education. And when the rare rogue "commoner" steps forward to exercise initiative and self-determination, they myst be struck down without hesitation as an example to the rest that such behavior will not be tolerated in the "new order".
We, on the other side of the pond, should take this as an object lesson in what NOT to let our government--and our nation--become.
