In Pennsylvania, one may open carry within the limits of a City of the First Class if and only if they have a License to Carry a Firearms issued by The Commonwealth of Pennsylvania.
Currently there is only one such City of the First Class: Philadelphia.
In Pennsylvania, open carry of a Firearm is generally legal, provided that neither the Person nor Firearm are illegal, however;one needs a License to Carry a Firearm to: 1. Carry a Firearm Concealed, 2. Carry a Firearm within a Vehicle, 3. Carry a Firearm within the limits of a City of The First Class, or 4. Carry a Firearm during a State of emergency.
This Law is codified under the Pennsylvania Uniform Firearms Act and is codified under Pennsylvania Law Title18 Pa.C.S.A, Part II, Article G, Chapter 61, Subchapter A. The individual code sections are enumerated 6106 through 6108.
