In my opinion, they could empty the entire city treasury to pay for the judgement this man wil surely receive, fire and imprison for life the officers involved, as well asthe policechief;and it STILL would not be sufficient.

He should get all of the money he is asking for and any claim like this should include the monthly salary of the highest paid member of the losing agency for the rest of the victims life with survivor benefits for the spouse. In this case Arambula should get the salary of the Chief of Police for the rest of his life. Cutting a check every month will keep it fresh in the Cities mind what this mistake is costing them and remind them to ensure proper training to their officers.
