10.6 AIR GUN, AIR RIFLE, BOW AND ARROW, SLINGSHOT OR BB GUN.

(a) Except as otherwise provided in this section, it shall be unlawful to shoot, discharge or operate any air gun, air rifle, bow and arrow, slingshot, BB or paint ball gun within the city.

(b) It is unlawful for any person, other than law enforcement or animal control officer, to discharge or fire an air gun, air rifle, bow and arrow, slingshot, BB gun or paint ball gun within the city, except within the confines of a building or other structure from which the projectiles cannot escape, or within or upon a property or facility licensed by the City for that purpose; or to carry any such weapon on the streets, alleys or public places in the city unless the same is dismantled or in a scabbard.

(c) The chief of police may authorize, in writing, any charitable or educational organization to conduct training and instruction in the safe use of air guns, air rifles, bows and arrows, slingshots, BB guns or paint ball gun, including training in the shooting or discharge of the same, when he or she finds that such training and instruction will be conducted under the supervision of qualified instructors, that the site of such training and instruction does not pose a danger to the public, and the organization proposing to conduct such training and instruction has procured insurance coverage of a type and amount deemed adequate by the city attorney.

(d) Violation of this section is a class C offense.

9.82.010 Firing range--Rules and regulations.

Rules and regulations pertaining to the use, maintenance and control of the city firing range shall be promulgated by the chief of police. Said rules and regulations shall be posted at all times at the city firing range and shall be strictly adhered to by all parties utilizing same.

9.82.020 Firing range--Use permit required.

The chief of police may give written permission to any qualified individual, club, organization or association to conduct supervised pistol, rifle or archery instruction and practice at the city firing range. A copy of said written permit shall be immediately filed with the city clerk.

9.82.030 Firing range--Fees.

The chief of police may establish and charge reasonable fees for the use of the firing range commensurate with the expenses and costs of operation and maintenance of said firing range.

9.82.040 Violation--Penalty--Destruction of weapons authorized when.

Any person who violates any of the provisions of this chapter is guilty of a misdemeanor and upon conviction thereof shall be punished by a fine not to exceed five hundred dollars. In addition to the penalty for the violation of any of the provisions of this chapter, the judge of the municipal court may order any such weapons as provided in this chapter to be forfeited to the city, and the same shall be destroyed or caused to be destroyed by the chief of police whenever such weapon is no longer needed as evidence.
