9.32.130 Weapons in parks--Prohibited--Penalty.
A.It is unlawful for any person to possess, on any property operated or maintained as a park by the city, any dagger, dirk, billy, blackjack, slingshot, dangerous knife, straight-edged razor, stiletto, or any other dangerous or deadly weapon of like character, or any pistol, revolver, rifle, shotgun or any other firearm, provided, that this section shall not apply to a law enforcement officer carrying a weapon in the performance of his duties nor to participants in organized events which events have been approved by the director of public lands.
B.Any person who shall violate or do any act declared to be unlawful as provided in this chapter shall be punished by a fine not to exceed two thousand five hundred dollars or confinement in the county jail for a period fixed by the court not to exceed one year, or both.

8.04.010 State of emergency--Mayor's investigation and findings--Proclamation--Orders, rules and regulations.
A.During times of public crises resulting from disaster, rioting, catastrophe or other public emergency within the city, or reasonable apprehension of immediate danger thereof, the mayor of the city shall proclaim a state of emergency.
B.Prior to the issuance of such proclamation, the mayor shall find by investigation or otherwise that because of disaster, rioting, catastrophe or other emergency condition, the public peace and safety is imperiled, that human life and property is endangered by such emergency conditions and that the normal and ordinary processes of local government are inadequate to safeguard the public peace and safety and the lives and property of the citizens of the city. The proclamation of the mayor shall recite his findings, and shall declare that a state of public emergency exists and shall designate the boundaries of the affected area.
C.At the time of issuing the proclamation, the mayor shall promulgate such reasonable orders, rules and regulations as deemed necessary to protect life and property, or to bring the emergency situation within the affected area under control. Without limiting the scope of the same, the orders, rules and regulations, may provide for the control of traffic, including public and private transportation, within the area of any section thereof; designation of specific zones within the area in which occupancy and use of buildings and ingress and egress of persons and vehicles may be prohibited or regulated; control of places of amusement and assembly and of persons on public streets and thoroughfares; establishment of a curfew; control of the sale, transportation and use of alcoholic beverages and liquors and cereal malt beverages; control of the possession, sale, carrying and use of firearms and other dangerous weapons and ammunition; and control of the storage, use and transportation of explosives or inflammable materials or liquids deemed to be dangerous to the public safety. Such orders, rules and regulations shall be effective from and in the manner prescribed by such orders, rules and regulations and shall be made public as provided in this chapter. Such orders, rules and regulations may be amended, modified or rescinded from time to time by the mayor during the pendency of the emergency but shall cease to be in effect upon declaration by the mayor that the emergency no longer exists.
