I spoke to Del. Smigiel's Legislative Aide, Gary Collins earlier today. He was quite helpful and stated that those who cannot make the hearing in person are encouraged to provide written testimony supporting the bill. I cannot be present at the hearing and am drafting a document for testimony now.
