Handgun " safety course" details

Correct me if I am wrong but this course has been in place since Jan.1/2003 ?Is it required for private transfers also ? More info re: cost & length of course.

You must have a handgun safety certificate whenever you buy or receive a handgun.

(B) Commencing January 1, 2003, no handgun shall be delivered unless the purchaser, transferee, or person being loaned the handgun presents a handgun safety certificate to the dealer.

It's a 30 question test and you must get at least 23 correct (75%) to pass. The test costs $25 and is good for 5 years. You must renew it only if you wish to purchase another handgun after the certificate expires. You do not need to renew the certificate to own a handgun; only to buy one or to receive one in a temporary loan. It is not an ownership permit.
