The Committee reported the bill out this evening...That's a good thing. I have lots of popcorn now.

The real show tonight was Morrissey's Loophole bill. The usual crowd of Anti's and the usual sea of orange stickers, but one very nice young lady with a "Guns Save Lives" badge (Not Sticker) spoke about her husband selling his guns to pay for her medical bills.

She had a very slight accent but it was so slight, I have no idea what it was.
Now, Morrissey was supported by the usual anti's and one that spoke (a regular) sounds like David Copperfield and bragged tonight about taking an oath to uphold the United States Constitution, not Virginias..

I have a Video of Morrissey starting his speal with the Committee by saying " another thing as said by the Gentleman Paul and the lady whose country of origin is not the United States"...

Boy, does he have some nerve...

Paul, as we all know is right up there with the top Pro gun people.

HB 886, Delegate Athey, 10th Amendment protection of manufacture/sales
within Virginia - SUPPORT - Rolled into HB 69 (next)

HB 69, Delegate Carrico, 10th Amendment protection of manufacture/
sales within Virginia - SUPPORT - Passed out of subcommittee

HB 871, Delegate Cline, clarifies the right of a first time CHP
applicant to an Ore Tenus hearing if denied a permit - SUPPORT -
Passed out of subcommittee

HB 109, Delegate Cole, firearms from a locality's "buy-up" must be
auctioned off if possible - STRONGLY SUPPORT - Passed out of
subcommittee

HB 1191, Delegate Griffith, Clerk of Court can issue CHPs if judge OKs
him or her doing so - STRONGLY SUPPORT - was amended to protect Clerks
from civil suit and passed out of committee

HB 236, Delegate Janis, shooting within 1/2 mile of subdivision OK if
done safely - STRONGLY SUPPORT - being reworded and will be heard in
full committee

HB 1217, Delegate Lewis, gun safety, including the NRA's Eddie Eagle,
to be taught in elementary schools - SUPPORT - passed out of
subcommittee

HB 490, Delegate Lingamfelter, State Police to develop a plan for
lifetime CHPs - STRONGLY SUPPORT - passed out of subcommittee

HB 684, Delegate Jackson Miller, makes butterfly knives illegal to
carry concealed - OPPOSE - not heard, possibly dead unless heard in
full committee

HB 520, Delegate Morrissey, requires of anyone selling 3 or more guns
at a gun show have an FFL license - STRONGLY OPPOSE - Dead

HB 995, Delegate Nutter, "assault firearms" may be purchased with
military ID or CHP as proof of citizenship - STRONGLY SUPPORT - Tabled
by Nutter (probably dead)

HB 171, Delegate Pogge, provides that no employer, property owner,
etc. may prohibit a gun locked in private vehicles in a parking lot -
STRONGLY SUPPORT - Substitute wording added to make some exceptions
for certain businesses, passed out of subcommittee

HB 1146, Delegate Jim Scott, prohibits anyone who has had parental
rights taken away from ever possessing guns - STRONGLY OPPOSE -
referred to the Courts of Justice committee

HB 1379, Delegate Sickles, weakens firearms preemption for child care
facilities in Northern Virginia - STRONGLY OPPOSE - modified and
passed out of subcommittee

HB 1209, Delegate Ward, requires that the State Police be notified of
a change of address within 24 hours of a machine gun owner moving -
STRONGLY OPPOSE - Dead, withdrawn by Delegate Ward

I didn't write down what the changes were maybe somebody else did that was at the meeting last night, otherwise, it should be posted in a few days. Nothing is going to get done today since they announced at the end of the meeting last night that all activities for today were canceled. The modifications weren't as good as it was originally written but not as bad as they were trying to change it.

With regard to HB 171, I don't have any supporting information here off the top of my head, but I've read that Florida has a law with similar intent, but a couple of exceptions have been massively abused well beyond the original intent of the law, excluding large portions of the population on what amounts to a technicality.

Maybe someone who recalls what I'm talking about can post and this information be used in further committee meetings. If I recall correctly it seems like the big entertainment parks are claiming an exception because they do some sort of training and claim they are a school? It's fuzzy... I'm distracted by this pending snow-doom.

I think the important thing to press home is that anti-gun, and more widespread, anti-liability minded companies, will fight this bill - and later the law - tooth and nail, no matter what it says. We don't need to be giving them toe-holds to fight from. This bill is very much like preemption, when you start granting exceptions, its value diminishes very quickly.

Seating is very limited in that room. Generally and ironically, the antis sit to the left of the committee members (from their table) and pro gun to the right.

Ha ha, that's funny... I'm sure they were much more uncomfortable than he was... I mean after all, that poor lady is sitting just inches away from an evil gun! And you know she knows it... it even looks like she is leaning away... :)

It is strange given VA's propensity in granting "privilege" (so-sayeth they to grant) to concealed-carriers over open-carriers... it does seem in this instance almost counter-intuitive to their M.O.

Googled HB171:


Firearms in locked vehicles; immunity from liability.
Provides that no person, property owner, tenant, employer, or business owner may prohibit a person who lawfully possesses a firearm from storing that firearm in a locked motor vehicle. The bill provides civil immunity for such persons, property owners, tenants, employers, or business owners. The provisions of the bill would not apply to possession of firearms on school property, nor would the provisions apply to vehicles owned or leased by an employer or business and used by an employee in the course of his employment.
