Here is the applicable text of the law:

TITLE V—MISCELLANEOUS PROVISIONS
SEC. 512. PROTECTING AMERICANS FROM VIOLENT CRIME.
(a) CONGRESSIONAL FINDINGS.—Congress finds the following:
(1) The Second Amendment to the Constitution provides that ‘‘the right of the people to keep and bear Arms, shall not be infringed’’.
(2) Section 2.4(a)(1) of title 36, Code of Federal Regulations, provides that ‘‘except as otherwise provided in this section and parts 7 (special regulations) and 13 (Alaska regulations), the following are prohibited: (i) Possessing a weapon, trap or net (ii) Carrying a weapon, trap or net (iii) Using a weapon, trap or net’’.
H.R.627—32
(3) Section 27.42 of title 50, Code of Federal Regulations, provides that, except in special circumstances, citizens of the United States may not ‘‘possess, use, or transport firearms on national wildlife refuges’’ of the United States Fish and Wildlife Service.
(4) The regulations described in paragraphs (2) and (3) prevent individuals complying with Federal and State laws from exercising the second amendment rights of the individuals while at units of (A) the National Park System; and (B) the National Wildlife Refuge System.
(5) The existence of different laws relating to the transportation and possession of firearms at different units of the National Park System and the National Wildlife Refuge System entrapped law-abiding gun owners while at units of the National Park System and the National Wildlife Refuge System.
(6) Although the Bush administration issued new regulations relating to the Second Amendment rights of law-abiding citizens in units of the National Park System and National Wildlife Refuge System that went into effect on January 9, 2009— (A) on March 19, 2009, the United States District Court for the District of Columbia granted a preliminary injunction with respect to the implementation and enforcement of the new regulations; and (B) the new regulations— (i) are under review by the administration; and (ii) may be altered.
(7) Congress needs to weigh in on the new regulations to ensure that unelected bureaucrats and judges cannot again override the Second Amendment rights of law-abiding citizens on 83,600,000 acres of National Park System land and 90,790,000 acres of land under the jurisdiction of the United States Fish and Wildlife Service.
(8) The Federal laws should make it clear that the second amendment rights of an individual at a unit of the National Park System or the National Wildlife Refuge System should not be infringed.
(b) PROTECTING THE RIGHT OF INDIVIDUALS TO BEAR ARMS IN UNITS OF THE NATIONAL PARK SYSTEM AND THE NATIONAL WILDLIFE REFUGE SYSTEM.—The Secretary of the Interior shall not promulgate or enforce any regulation that prohibits an individual from possessing a firearm including an assembled or functional firearm in any unit of the National Park System or the National Wildlife Refuge System if (1) the individual is not otherwise prohibited by law from possessing the firearm; and (2) the possession of the firearm is in compliance with the law of the State in which the unit of the National Park System or the National Wildlife Refuge System is located
I take this to mean that we will be able to open carry in the Apostle Islands National Lakeshore, the Ice Age National Scenic Trail, and the North Country National Scenic Trail.

I wonder if this might gain us some traction for changing our state park gun laws as stated in Statutes 29.089 and 29.091.

I am not a lawyer, but I believe this will effectively eliminate the firearms restriction part of 29.091 and although it does make a compelling argument against 29.089, it will not affect the state park restriction at this time.

Please note, that building within those parks are off limits.
I read somewhere that outhouse type buildings are not included, but that may be wrong also, I don't know.

Today is February 22, 2010. The ban on carrying firearms for personal protection in national parks and wild life refuges is GONE!:celebrate

Apostle Islands National Lakeshore
Lake Superior, WI National Lakeshore Special Topics: Caves · Maritime History · Wildflowers · Recreation Activities: Boating · Camping · Educational Programs · Fishing · Hiking · Hunting · Swimming · Wildlife Viewing ·

Ice Age National Scenic Trail
WI National Scenic Trail Recreation Activities: Camping · Hiking · Wildlife Viewing ·

The only land that the National Park Service owns for the trail is 157 acres in the Town of Cross Plains in Dane County. This site is known as the Ice Age Complex at Cross Plains and is currently undergoing a General Management Plan. If you want to find out more about the site, go to: http://www.nps.gov/iatr and look under Ice Age Complex at Cross Plains.

North Country National Scenic Trail
Seven States-New York to North Dakota , MI,MN,ND,NY,OH,PA,WI National Scenic Trail Recreation Activities: Camping · Hiking · Wildlife Viewing ·

Since it is only applicable to lands the National Park Service owns and
manages, it has essentially no effect on the North Country National Scenic
Trail
, since the National Park Service does not own any of the lands on
which the North Country Trail lies
, except where the trail passes through
other national park areas, such as a short section in Saint Croix National
Scenic Riverway in Wisconsin and Pictured Rocks National :Lakeshore in
Michigan's Upper Peninsula.

Saint Croix National Scenic River
Saint Croix Falls, WI National Scenic River Recreation Activities: Boating · Camping · Educational Programs · Fishing · Hiking · Horseback Riding · Hunting · Wildlife Viewing ·

National Wildlife refuges:

Fox River National Wildlife Refuge
Gravel Island National Wildlife Refuge
Green Bay National Wildlife Refuge
Horicon National Wildlife Refuge
Leopold Wetland Management District
Necedah National Wildlife Refuge
St. Croix Wetland Management District
Trempealeau National Wildlife Refuge
Whittlesey Creek National Wildlife Refuge

Open Carry should now be possible at all these 24/7 - 365.

I am trying to put an informative letter together to send to them simply reminding them of this. This is not legal advice so you carry at your own risk and remember the erroneous GFSZA still applies.

The NPS is well aware of the change. From what I understand, ALL NPS employees are going through training to update them on the laws, as well as "no firearms" signs being posted on federal facilities within the parks.

Since this news came out, I have been wondering just how securely WI State Statute 29.089 stands.

State Parks could still off limits for hunting, but could it be ammended for Personal Protection?

This does NOT effect any state laws. State parks are still restricted and it will take legislative action to change that.
