The only things this bill appears to do are require non-residents to have a permit from their state of residence before they transport a firearm for one of the "certain purposes" that currently anyone may do even without a permit; and that only non-residents would have to store the firearm in their trunk or the "extreme rear" of the vehicle. Residents still wouldn't have the trunk or "extreme rear" rule.

I don't support this bill; today that section is silent on residency status.
