criminals do not open carry

has any one thought about the fact that criminals do not open carry? criminals hide there guns. why would a Leo bother some one who is open carrying? most criminals have been busted be for, and have a felony on there record. so they cant own a gun. also allot of criminals and "gang bangers" are known by the Leos. so they would not openly carry because the Leos most likely would know they are not supposed to have a gun. so i can understand why a Leo might ask some one who was cc if they had a permit or if the gun was registered. but i would think some one who was openly carrying a fire arm, would be a law abiding citizen.
