If this is in Texas she is most likely a LEO because open carry is not legal in Texas.

OMFG ! What an awful picture.
Ok, first, I think she is a LEO due to the multiple handcuff pouches (I dont think a citizen would carry those), plus its on a "duty belt", plus the photo said its from TX, which is a no OC state.

However, what self-respecting LEO (yes, i managed to fit "LEO" and "respect" in the same sentence) would wear sweats, house slippers, and a sweater, AND her duty belt to shop the Walmart make-up isle?
Edit: To each, his/her own. I guess is what I should say.
