Chairman Attorney Joseph T. Corradino called the meeting to order at 1:34pm.
Board Members Present: Mr. Arthur Carr, Attorney Joseph T. Corradino, Chief T. William Knapp (Ret.), Mr. M. Peter Kuck, Captain Kyle E. Overturf and Mr. Kenneth V. Tramadeo.
Board Members Absent:Attorney James J. Finnerty, III
Chairman Corradino read the Introductory Statement and all witnesses were administered the oath.
Chairman Corradino called a roll call of all appellants. 9 appellants were present. 7 appellants were absent.
Cases scheduled for hearings:
1) Case No. 09-110-R, Harry Figueroa, continued from Feb. 11, 2010, involving the revocation of his pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Douglas Hall, Department of Public Safety, represented the Commissioner John A. Danaher, III, Department of Public Safety.
Decision: By a unanimous decision, the Board voted to reverse the decision of Commissioner John A. Danaher, III, Department of Public Safety and for the reinstatement of Mr. Figueroa’s pistol permit.
2) Case No. 09-256-D, Nichelle Alston involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. David Howard represented the local issuing authority, Chief Ronald Quagliani, West Haven Police Department.[/align]
[align=left][font=Verdana,Arial,Geneva]Chairman Corradino recused himself from the case because of previous knowledge of the Alston’s family.
Motion: Chairman Corradino recused himself from the case. Knapp made a motion to delay the hearing to April 8, 2010 hearing so that Board member, Attorney James T. Finnerty can preside at the hearing. Tramadeo seconded the motion. Motion carried.
3) Case No. 09-187-D, Nathaniel Sessions, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Det. David Howard represented the local issuing authority, Chief Ronald Quagliani, West Haven Police Department.
Nathaniel Sessions withdrew his appeal because he was issued his permit March 11, 2010.
4) Case No. 09-080-D, Jessica Samolik involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on her own behalf. Sgt. Douglas Hall, Department of Public Safety, represented the local issuing authority, Acting Chief Patrick McMahon, Middletown Police Department with one witness.
Decision: By a unanimous decision, the Board voted to reverse the decision of Acting Chief Patrick McMahon, Middletown Police Department and for Ms. Samolik to be issued a temporary pistol permit.
5) Case No. 09-168-D, Matthew Dionne, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf with two witnesses. Sgt. Hall, Department of Public Safety, represented the local issuing authority, Chief Marc Montminy, Manchester Police Department with one witness.
Decision: The Board members voted and it was a tie vote. Carr, Corradino and Overturf voted for the issuing authority at this time. Knapp, Kuck and Tramadeo voted for the appellant. In the result of a tie vote, the decision is in favor of the appellant and as a result the decision is for Mr. Dionne to be issued a temporary pistol permit.
6) Case No. 09-224-D, Deon Stanford, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. Sgt. Douglas Hall, Department of Public Safety, represented the local issuing authority, Chief Marc Montminy, Manchester Police Department with one witness.
Decision: By a unanimous decision, the Board voted to uphold the decision of Chief Marc Montminy, Manchester Police Department, to deny a temporary pistol permit to Mr. Stanford.
7) Case No. 09-302-D, Enrique Aquino, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. A representative for the local issuing authority, Chief Michael Gugliotti, Waterbury Police Department, failed to appear.
Decision: A unanimous decision, the Board voted for the appellant by default to be issued a temporary pistol permit from the local issuing authority, Chief Michael Gugliotti, Waterbury Police Department.
8) Case No. 10-108-D, Juan Aquino vs. Chief Michael Gugliotti, Waterbury Police Department Denial
Temporary Permit issued 3/10/2010- Appellant withdrew appeal
9) Case No. 09-223-D, Ronald Demers, involving the denial of a pistol permit to carry pistols and revolvers. The appellant appeared on his own behalf. A representative for the local issuing authority, Chief Michael Gugliotti, Waterbury Police Department, failed to appear.
Decision: A unanimous decision, the Board voted for the appellant by default to be issued a temporary pistol permit from the local issuing authority, Chief Michael Gugliotti, Waterbury Police Department.

Decision: A unanimous decision, the Board voted for the appellant by default to be issued a temporary pistol permit from the local issuing authority, Chief Michael Gugliotti, Waterbury Police Department.
Board Discussion:
The Board discussed the process how to proceed with Case No. 09-256-D, Nichelle Alston vs. Chief Ronald Quagliani, West Haven Police Department that was continued to April 8, 2010. It was agreed by all members, as suggested by Mr. Carr, that the Board start with the same package again and as the hearing proceeds either side can try to add anything (Exhibits) they want. Subject to the ruling of the Chairman.
Secretary’s Report: Secretary Knapp reported on the progress made to reduce the backlog and that 51 cases had been resolved for the month of March.
Motion: Secretary Knappmoved thatdue to the progress of reducing the backlog that the March hearing location for the Board’s second hearing scheduled in April, April 22, 2010, be changed to Wethersfield Police Department and that the agenda include only Denials.[/font][/align]

Motion: Kuck made a motion to accept the minutes of February 11, 2010 as written, Carr seconded the motion. Motion carried.
