Your immediate action is needed to support HB 2347 and HB 2543. Both bills are scheduled for House Committee of the Whole (COW) debates on Thursday, March 18, 2010. It is critical that you immediately contact your Representatives and urge them to support HB 2347 and HB 2543 during the COW debates.

HB 2347 is the AzCDL-requested bill which eliminates the prohibition and penalties for law-abiding adults who carry a concealed weapon without a permit. A letter on HB 2347 has been prepared and is waiting to be sent by you at AzCDL’s Action Center.

HB 2543 strengthens state firearms preemption laws, adds firearms storage and accessories to the list of things political subdivisions cannot regulate, and removes the prohibition on carrying a firearm in public parks without a CCW permit. Both bills (SB 1108 & HB 2347) were pulled from the calendar and will be reshceduled for next week. It was done for a very good reason. The day before, the Governor's staff requested some minor changes, NOT related to the underlying Constitutional Carry language, to make the bill more palatable to the Governor's office (read between the lines!).

Here's how it will probably play out. SB 1108 will probably show up on the Seante COW for Tuesday and will be amended to address the concerns of the Governor's staff. After theearfull y'all gave a handful of Senators over the Cheuvront Amendment, we're expecting smooth sailing for SB 1108 through COW and 3rd Read. From there it will go over to the House.

Meanwhile, HB 2347 will be amended in the HOUSE COW to be identical to SB 1108. When HB 2347 goes to 3rd Read, SB 1108 will substituted (both bills are identical) and IF passed will go back to the Senate and then sent to the Governor.

We are very optimistic at this point, however that fat lady hasn't sung and the weakest link is still the House. Please continue to contact them urging the pasage of HB 2347. As Yogi Bera said - it ain't over 'til it's over.
