Can police check to see if the gun is loaded if you are in a restaurant that allows OC? Ie, its private property.

Can I check if theirs is loaded?

The expectation is that every OC firearm will be loaded otherwise it is an expensive fashion accessory. Since there is no State Statute prohibiting it from being loaded, there should be no motivation by a LEO to do so...:?
