Does PSNS offer a way for a commuter to lock his or her weapon up when they commute to base?

NAS Whidbey Island used to do this, and I'm curious if Bremerton does the same.

The short answer is no, unless you are a resident living in quarters on the base. If you are a resident, then the long answer is convoluted and will require you to make an appearance before the chief master at arms for a routine paperwork prior to bringing a firearm on post. PSNS has some tricky rules because of the secure industrial area commonly referred to as CIA.

I've been to PSNS before, was on the Kitty Hawk when it was in to get the Ranger's screws and rudders put on in 1998, so I'm somewhat familiar with the controlled area.

I'm Stennis bound this year, and will be living off base, so I'm collecting info prior to showing up.

Disappointing to hear there aren't any provisions for commuters.:?

It would be a huge coincidence if someone in authority at PSNS were trolling these forums, so your question would probably be better directed to PSNS. Just call their security desk and ask them. Any answer you get here will not be as authoritative as the one you get straight from them.
