you could make a super shorty for less than that id think.
AOW origination stamp costs $200.
Yep the transfer stamp is only 5.00 but 200.00 of the price is the cost of legally manufacturing it.

Manufacturers don't pay the origination stamp.

It's basically a tax for the end user to prevent them from making their own, allowing the manufacturers to basically get free bonus profit by upcharging for their product by $200.

I don't think there is any way to legally carry a AOW is there?

How do you mean? Many AOWs are considered pistols in MI, and thus subject to the same laws as pistols in MI (Registration, able to carry concealed, etc.).

where does the super shorty fall?

AOW

http://www.serbu.com/top/superShorty.php

The Super Shorty is considered to be a Pistol in MI, and an AOW federally. As long as you acquire it legally federally ($5 AOW tax stamp, register with local sheriff/police chief as required by Fed. Law), and register it with the State (Form RI-060 for CPL holders, normal pistol registration for non-CPL holders), you can carry it loaded on your person, openly or concealed, as well as in your vehicle.

When you're buying the AOW, you fill out ATF Form 4, and get the police chief's signature on the back of the form. Then, you turn in the form and wait for your tax stamp approval. Once you have approval, you complete the firearm purchase.

Yes. This is why people prefer NFA Trusts, which don't require the signature.

Can you still register it as a pistol with the trust?
