New Pistol Permit App does Not require a Certified Check but Municipality Still Wants One

I picked up a new PP app for a class I'm giving and noticed it didn't ask for certified checks anymore.

But my towns instructions still do.

Is there any statute requiring certified funds? (10/09 revision)

Because the local authority is acting on behalf of the state in issuing licenses, they are classified as a state "agency" (CGS 4-166) they are required to accept as payment for licensing fees:
- Cash
- Personal check
- draft or money order
(CGS 1-1j)

With authorization from the Office of Policy and Management they may also accept credit/debit card payments.

Regardless of what that general statute said. The previous state pistol permit form (DPS-799 prior to the 02/09 revision) explicitly stated certified checks only. The newer ones make no mention of it.

Do you know of anything statute wise that refers to any need for certified funds.
