Tasers are legal in most places, however, there are some locations where they are NOT legal for citizens to carry.
Tasers are illegal in Hawaii, Massachusetts, Michigan, New York, New Jersey, Rhode Island, Wisconsin and Washington, D.C. Also, they are technically legal in Maryland, but many counties (Anne Arundel, Baltimore, Howard) ban them outright, and other counties (Montgomery, PG) have such byzantine statutes, and arbitrary enforcement policies that you might as well consider anything more offensive than a plastic spork to be illegal to carry...
Tasers are prices (you can get a good used .38 snubbie for the same price or sometimes less), but if you don't have the option of legal CC, they can be a good alternative. Of course, if she's over 18, in most states she can purchase a handgun legally in a private transaction, and OC legally. But again, check your local laws...

Taser C2. I own one. They have incredible stopping power. 15 foot range. Average around $350.00.
Also, VEXOR OC Spray is pure hell in a bottle. Once you've been hit with it, you would never question it's stopping power. It's 15,000,000 scoville heat units. Most police grade spray ranges from 2,000,000 - 3,000,000.
