Iowa and national parks?

Since the Iowa forum isnt very active, I figured I would post my question here.

My freind who lives in Iowa, a very restrictive state, wants to open carry in national parks, and he said that the decision lastFebruary wouldnt make any difference because laws in his state would prohibit him from doing so.

Im not familiar with this part of the law, so I thought it best to ask around over here.

There was no "ruling" - Coburn Amendment simply invalidates Reg. 2.4 for firearm conduct allowed under state and all federal law beyond Reg. 2.4/

Thats why I asked, thank you. I dont want to give bad info.

So to be clear, Iowa can still regulate/ prohibit guns in their own, and national parks within the state? Thats how I am reading this at this point.
