I'm interested in Viking culture, and stumbled upon this...
Hávamál The Words of Odin the High One from the Elder or Poetic Edda
(Sæmund's Edda)
38.
Let a man never stir on his road a step
without his weapons of war;
for unsure is the knowing when need shall arise
of a spear on the way without.

I'm confident that Viking culture was quite permissive of Open Carry, and hardly considered Concealed Carry to be necessary to restrict or require licensing.

From: Unknown as I remember it.
Snip: "Wounded by my own blade.
Bloodied for Odin.
Myself an offering to myself.
Bound to the tree that no man knows weather the roots of it run.
None gave me bread.
None gave me drink.
Unto the deapths I peared until I spied the runes.
With a roaring cry I seazed them up, then dizzy and fainting I fell.
Well being I won, and wizdom too." :Snip:

It's a great thing to learn, but they were conquers. Kind of a different reason the carried openly.
