There has been a lot of talk about K-12 open carry, but can anyone open carry on a University Campus like U of M or MSU?

There is no law that says you may not conceal (with a CPL) or open carry on University property. The only regulation is that you may not carry a concealed pistol into a dormitory or classroom. See (1)(h):

Now that we've established it's legal, we have to delve into the other factor: does the college or university have a rule/ordinance that disallows carry? It has been largely accepted (although never proven in court) that Michigan's preemption law does not apply to higher education facilities. This means that you could potentially receive a citation if they have a 'no carry' rule.

MSU has an ordinance,but it has an exception for except as otherwise allowed by state or federal law,meaning as long as your lawfully carrying,they wont bother you.

Be very very careful!

As a student...be very careful many Colleges have rules written into the Student code of conduct. If they say you have caused a disruption or provoked others in any way you can be hauled in front of an academic board & expelled! This is not fair but they can do it. This is why at many of the "students for campus carry" events they wear empty holsters. If you want to test the waters go to a college you DO NOT attend and carry there first to see how it goes. Be aware UM / MSU & WAYNE State are basically there own little kingdoms and are not required to follow firearms law. All other "public" colleges are fair game to the best of my knowledge.

2009 - 2010 Spartan Life student handbook and resource guide (online) on page 106 still contains the following.
FIREARMS OR WEAPONS
(Ordinance 18.00)
.01 No person shall possess any firearm or weapon anywhere upon property governed by the Board. Persons residing on property governed by the Board shall store any and all firearms and weapons with the Department of Police and Public Safety.
.02 No person shall possess any chemical, or other dangerous substance or compound, with the intent of using the same to injure, molest, or coerce another, anywhere upon property governed by the Board.
.03 The use of any firearm or weapon is prohibited upon property governed by the Board except those areas specifically set aside and supervised at range facilities, or as part of the regular education process, or as outlined in Ordinance 37.02 (wildlife) and its subsections.
.04 This ordinance shall not apply to Police Officers and other legally established law enforcement officers.

This differs from the MSU Board of Trustees Ordinances, Ordinance 18.00, which contains the exception you mention. I do not know if this is an oversight or if the Student handbook is uncoupled from Board of Trustee Ordinances.
