What about the Commonwealth
Since the stop and id was asked as a Commonwealth question, lets try this as if Hiibel was in the Commonwealth. Since no crime was committed in your presence, as the responding officer, and it has been ruled that an anonymous call is not RAS for a stop, what happens then. Since he was outside the truck, parked legally and not hitting anyone at the moment you arrive, other than asking if they need anything, the only thing you may have is an AI to charge if he was unsteady on his feet and showed signs of intoxication. In other words, this case wouldn't even be brought in the Commonwealth. That is why it's great to live here
