Do you need a license to open carry a loaded gun/revolver? RCW 9.41.060 (http://apps.leg.wa.gov/rcw/default.aspx?cite=9.41.060) says

"The provisions of RCW 9.41.050 shall not apply to... (9) Any person while carrying a pistol unloaded and in a closed opaque case or secure wrapper..."

Or is this just stating that you cannot conceal carry a LOADED gun without a license, but you can conceal as long as it is unloaded and holstered?

You cannot conceal on your person without a CPL. Loaded or not. With the few exceptions that others will be able to explain in far better detail than I can.


There is no license for open carry in any form and never has been.

There is no restriction on carrying a loaded firearm unless your are in a vehicle. The only firearm you can cary loaded is a vehicle is a handgun but because you are in a vehicle that requires a CPL. If you don't have a CPL and you want to take it in a vehicle as you found in 9.41.050 it must be in an opaque case or secure wrapper. If your not taking the firearm in a vehicle you can openly carry it loaded right out the front door of your house and your legal.

The bolded part above is incorrect. Without a CPL, a person can have an unloaded gun ANYWHERE in the vehicle except concealed on the body. The unloaded gun can be in the glove box, under the seat, on the seat next to the person, in the persons lap, or duct or duck taped to the person's forehead.

With a CPL, a person can have a loaded handgun anywhere in the vehicle or on the body.

9.41.050(1)(a) causes it to be illegal to conceal a handgun on the person, loaded or not, without a CPL and makes no mention of in or out of a vehicle:



9.41.050(2)(a) causes it to be illegal to have a loaded handgun in a vehicle without a CPL, and to leave an unattended pistol in an unlocked vehicle or to leave an UNATTENDED handgun out in the open - but that is all it causes to be illegal:
