Could somebody please clarify how a weapon can be carried in terms of loaded? CC and OC. Can it be loaded? One up the pipe?

Yes, it can be loaded, with or without a round chambered if you're OCing. CC (concealed / car carry) requires a license. You can carry an unloaded firearm in your car without a license.

Feel free to read the FAQ or other sticky topics, as all these questions have been answered there (and many times and places throughout the forum).

Loaded means either a magazine with ammo inserted into the gun, one in the chamber, or both. With revolvers, it means any ammo in the cylinder.

Out of the car (or any motor vehicle):

Open carry either unloaded, cocked locked and ready to rock, or anywhere in between to your heart's content. Conceal carry with a Concealed Pistol License (CPL) to your heart's content.

    In the car:

Without a CPL, the pistol can not be concealed on your person, but it can be in the glove box, center console, duct taped to your forehead, etc. It can NOT be loaded.
WITH a CPL, carry concealed or open, loaded or unloaded, any combo of the two, to your heart's content.

    Hope this helps!

A person who is not prohibited from possessing guns can open carry, loaded or not, with a Concealed Pistol License or without, except in places where guns are not allowed.

A person who is not prohibited from possessing guns can carry concealed, loaded or not, with a Concealed Pistol License, except in places where guns are not allowed, and except in some situations where they would not need a permit.

A person who is not prohibited from possessing guns cannot carry a loaded handgun, whether open or concealed, in any vehicle (car, truck, van, Metro bus, light rail train, etc.) without a Concealed Pistol License.

A person who is not prohibited from possessing guns cannot carry a loaded rifle in any vehicle.

Loaded in Washington means ammunition in the cylinder of a revolver, ammunition in the magazine and magazine inserted in the grip of a semi-auto AND/OR ammunition in the chamber of a semi-auto, whether or not a magazine is inserted. In simpler words, unloaded means completely empty.

I appreciate all the responses, the FAQS was vague.

Ha Ha. Of course they can, and it will still be just as unlawful as if they didn't do with a gun any of the things those of us who are not prohibited can do. I think. :-)
