I think a permit should be issued forOC like CC because training and background check are both important. Here in Florida we should be able to OC July 19. I for one am lookin' foward to the option.
There is an overwhelming amount of evidence that in some areas of the country the "firearms training industry" is the very reason legislation fails to pass that would make changes to allow "OC" .
I have training both formal and informal.
And I grew up using firearms and being "instructed".
I can tell you that it is pretty sad when I went to a "professionally taught class" and could point out the many mistakes of the instructor easily.
For a good comparative example, when I was a trucker we used to see the "driving school graduates" out there all over.
They made mistakes, ran over stuff, and generally were a hazzard to everyone around.
But they had "training", so they got to go play in traffic.
Some weren't too bad, but you could tell the ones who never got on the road for "real life" training.
The ones who had good ON THE ROAD training were a pleasure to be around.
Ability isn't measured by a certificate.
A "class" means very little to me, or to a lot of others.
