    Was this in Vancouver BC?

    If so, I am amazed to hear Canada allows concealed carry much less any carry of handguns. I thought they were outlawed.

    In Vancouver, BC, the robber would have been successful and the survival of the victims would have been entirely at the discretion of the robber.

    Carry in Vancouver, WA is allowed, Vancouver, BC is not so I would venture to guess the former is where the encounter occurred.

    In Vancouver BC it is illegal to have mace (accept to defend yourself against animals and it must be labeled as such) let alone a firearm to defend yourself. It is not necessarily punishable by prison sentence but it can be for example if you carry it on public transit. If there is anyone better information on this topic please let me know as I am always trying to learn.
