Wow! So, I didn't realize (never looked) that Janesville had an OC ordinance.
Many towns do. Worth checking; many do not even delineate between OC or CC. Many pre-date 66.0409, many exist because people who get voted for to sit on councils don't know the difference between inherent rights and granted rights, as suggested by a Chief of Police. Then again, neither do many who voted for them. Ignorant officeholders are sadly too often a reflection of the electorate.
