Kelly, a student well propagandized by his for-fee training. Unfortunately his primary education failed to ingrain skepticism, frugality and caveat emptor.

But in a pattern that's playing out in San Antonio and other major cities in Texas, residents in low-income neighborhoods aren't taking advantage of the concealed-carry law as often as residents living in wealthier, more conservative areas.

This is the main reason we need unlicensed carry in Texas.

In Maryland, the issuance of permits is tie to wealth and politics too.

If you're wealthy, and you give a LOT of it to politicians, you can get a permit...:banghead:
