Oklahoma and washington state CPL

3.now i know Oklahoma accepts all CPLs but see below for why im asking this.

Q: Which Conceal Carry permits does the State of Oklahoma honor?
A: Per Title 21 § 1290.26, the State of Oklahoma recognizes any valid concealed carry firearms permit or license issued by another state. The permit must be issued by the state and not a county or law enforcement agency.

Isnt Washington State CPL's issues by a Law Enforcement Agency? But then I read in other spots: Title 21 § 1290.26 that you supplied and it says they accept all state permits so i am just a little confused. I was just wondering if anyone had any other clarification.

Well i just got off the phone with the OSBI and they said they will only honor a Washington State CPL if it is issued by the State and not a supporting agency.
