Transport of hi-cap mags interstate

Quick question:

If I were to fly into a California airport transporting a handgun and "hi capacity" mags (13, 15 rounds, etc...), would it be legal to TRANSPORT ONLY (not carry or engage) the magazines along the highway to Nevada? In a locked container?

What is the overlap (if any) of Cali laws against importing hi-cap mags vs. Federal peaceable journey laws?

Thanks, and can you please cite your answers if possible?

Be safe and smart.
It only takes 2 seconds to slide the mag floor plate off and pull the spring and follower out. It then magically becomes a rebuild kit therefore 100% legal.
